Abstract: The dissertation presented seeks to understand the particularities of care for the homeless population in the city of Belo Horizonte and the political project that directs these actions. The conception that guides this analysis is critical social theory. To this end, this work presents an exposure of the structural historical conditions of the emergence of the phenomenon of homeless people. The aim is to highlight the aspects of capitalist social relations that enable the emergence and expansion of this manifestation of the social issue. Therefore, it is anchored in Marx's General Law of Capitalist Accumulation for the discussions presented, added to the aspects of Brazilian socio-historical formation that contribute to the formation of a relative overpopulation, mostly black. Therefore, the recognition that this public is a constituent part of the relative overpopulation, expropriated from the conditions of life and survival, in a country marked by structural racism is the guiding thread of the reflections contained in this research. In this journey, the central characteristics of the homeless population in the capital of Minas Gerais and the structure and organization of municipal policy materialized in the actions carried out by sectoral policies in serving the public in question are identified. As a methodology, we used the documentary analysis of thirty documents produced within the scope of the municipal management of the City of Belo Horizonte between the years 2017 and 2024, as well as notes, dossiers, reports created by bodies and bodies defending rights.

Abstract: This dissertation analyses structural racism and Laws No. 12.990/2014 and 6.067/2011, configuring racial quota policies that provide for the reservation of 20% of vacancies for Black and Indigenous people in civil service exams at the federal level and in the State of Rio de Janeiro. Thus, based on the hypothesis that racism constitutes a phenomenon of a structural and structuring nature, capable of creating barriers that restrict the inclusion of members of discriminated ethnic-racial groups in teaching positions at public universities, the objective is to analyze racial quotas as instruments in the fight against racial inequality in public higher education institutions, with an emphasis on policies that establish the reservation of vacancies in exams for teaching positions. In this sense, the objective is also to identify the main obstacles that limit the effectiveness of these policies in expanding access of Black people to civil service, and, consequently, to teaching positions in state and federal higher education institutions. With this purpose, this dissertation constitutes a theoretical-empirical study supported by documentary research, with a qualitative approach, combining a critical bibliographic review with the analysis of documents relevant to the topic. The bibliographic material gathered addresses the colonization of America, modern slavery, the modern concept of race, structural racism and the emergence and development of affirmative action and racial quotas in Brazil, having as main theoretical references the authors: Almeida (2021); Feres Júnior et al. (2018); Gonzalez (2020); Moura (2019, 2020, 2021, 2022); Munanga (2004); Oliveira (2016, 2021); Quijano (2005); Vaz (2022); Venturini (2023); Williams (2012). In addition, the documentary research enables the analysis of quota policies that operate in public higher education institutions: Laws No. 12.711/2012 and No. 8.121/2018 in the context of undergraduate studies; Laws No. 6.914/2014 and No. 6.959/2015 in the context of postgraduate studies; Laws No. 6.067/2011 and No. 12.990/2014 in the context of technical administrative and teaching positions. Articulated with the analysis of the aforementioned laws, the documentary research enables the study of documents from IBGE (2023; 2025) and Ipea (Silva, 2020, 2023; Silva; Lopez, 2021; Silva; Silva, 2014), which, by presenting social indicators of the Black population, assist us to demonstrate the existence of racial inequality in teaching positions at public higher education institutions. Finally, the results obtained allow us to conclude that racism constitutes an element that influences the possibilities of entering the teaching career, also revealing that the racial quotas implemented in teaching positions present clear limitations in their effectiveness, since we can observe the underrepresentation of Black people and the overrepresentation of white people in higher education teaching positions. Therefore, we understand the importance of monitoring and evaluating the performance of these quota policies, with the aim of correcting the obstacles that compromise their effectiveness. However, we must recognize that, although correcting obstacles is essential, racial inequality in teaching positions at public higher education institutions can only be overcome by overcoming racism.

Abstract: This dissertation seeks to analyze the role of Social Work in the socio-economic analysis committee for undergraduate courses at UFRRJ, considering the main demands made and professional responses, through the implementation of Law 12711/12, the so-called “Quotas Law” and Normative Ordinance 18/12, which establishes criteria, documents, forms and others for granting places on income, with family income defined as up to 1.5 salaries per capita, We believe that these two events were crucial for the configuration that took place to guarantee the children of the working classes access to Federal Higher Education, and that this space has become another front for the work of Social Work. We sought a critical and dialectical reflection on the role of Social Work in the Socio-Economic Commission for Undergraduate Studies at the UFRRJ, analyzing the historical process of the constitution of the UFRRJ, the implementation of the multidisciplinary team, the relationship between professional competencies and attributions in this commission, and also the institutional bureaucracy.

    <summary type="text">Título: As Crises Capitalistas: uma aproximação ao pensamento de Marx

Abstract: The present dissertation proposes an analysis of Karl Marx's mature work, Capital: A Critique of Political Economy, covering all three volumes with the objective of extracting theoretical determinations and systematizing them around the theme of capitalist crisis. Marx’s critique allows for the examination of underlying contradictions in this mode of production, characterized by a reified, impersonal, and abstract form of wealth that permeates the entire social fabric. Marx's labor theory of value emerges as a fundamental analytical tool for understanding these social relations, marked by their commodity form and the growing productive forces of social labor dedicated to the production of commodities. Throughout the exposition, Marx's analysis enriches the categories examined and reveals a law of capital's movement centered on the valorization of value, encapsulated in the "general law of capitalist accumulation," which stands in contrast to the satisfaction of human needs. This approach enables the identification of elements leading to cyclical breakdowns in capital’s movement, marking its crises in historical progression. Building on these findings, we proceed to a second phase that demonstrates how these laws identified by Marx provide a theoretical explanation of causal elements behind crises that characterize subsequent phases of capitalist development in modern times, such as those represented by the crises of 1929, 1970, and 2008.
