<title>Ascensão do Nacional-Conservadorismo nos Estados Unidos: uma resposta à crise da globalização neoliberal</title>

Abstract: This dissertation analyzes the transnationalization of the contemporary far right through the study of political conferences as central spaces for ideological articulation, strategic coordination, and mutual legitimation among national and international actors. In light of Neogramscian Critical Theory, it argues that these events constitute fundamental arenas in the ongoing hegemonic dispute within the context of the organic crisis of neoliberal globalization and the decline of the International Liberal Order after 2008. The work focuses on the case of the United States, examining the National Conservative Conference (NatCon) as a privileged expression of the consolidation of national-conservatism as a political-ideological project. It maintains that, although fragmented, the transatlantic network of the far right is structured by an asymmetrical dynamic, in which the United States occupies a central position as a pole for the diffusion of ideas, narratives, and leadership. The conferences function as mechanisms for the production of consensus, the formation of organic intellectuals, and the construction of a common grammar of opposition to liberalism, globalism, and multilateralism. It can be concluded that the emergence of national-conservatism should be understood as part of a global historical process in which new social forces seek to reconfigure the ideological, institutional, and political foundations of the existing international order.

Abstract: This thesis analyzes the strategic partnership between the People's Republic of China and Venezuela, focusing on the Xi Jinping administration (2013–2025) and seeking to understand how this relationship fits into China's international rise. Drawing on the perspective of Chinese Moral Realism—formulated by Yan Xuetong—and emphasizing the shift in foreign policy strategy from "Keeping a Low Profile" (KLP) to "Striving for Achievement" (SFA), the study investigates the political, geopolitical, and energy-related foundations underpinning Sino-Venezuelan cooperation. The research adopts a qualitative, exploratory approach, utilizing a case study method and combining a literature review, document analysis, and consultation of official Chinese sources. It argues that Venezuela holds a strategic position in Chinese foreign policy due to a combination of factors, such as vast oil reserves, a significant geopolitical location, and diplomatic convergence around principles like sovereignty, multipolarity, and non-intervention. The results indicate that the Sino-Venezuelan strategic partnership serves as a significant instrument for China's international projection, contributing to the country's energy security and the expansion of its political influence in Latin America. The study concludes that the strengthening of this partnership reflects the adoption of a more active stance in Chinese foreign policy under Xi Jinping, aligned with the objectives of national rejuvenation and the consolidation of China as a major global power.

Abstract: When analyzing the emergence of the Brazilian Refugee Law, much of the literature in international relations and law focuses on international regimes and international human rights law (IHRL). In contrast to these perspectives, this study aims to understand the emergence of the Brazilian Refugee Law from a constructivist perspective, centered on the theory of the diffusion of norms from international norm-makers (Sikkink; Finnemore, 1998) and domestic norm-makers (Acharya, 2004). The study sought to understand how international norms were "localized" (Acharya, 2004) in Brazil based in the interaction of interlocutors from the Executive, Legislative, Unhcr, and the Catholic Church. The time frame is from 1985 to 1997, encompassing the end of the Military Regime and the Redemocratization until the publication of the Refugee Law. The methodology employed was qualitative, based on the analysis of primary sources (documents, newspaper articles, and interviews with key actors) and secondary sources (specialized literature on the subject). The method used was historical-interpretative. The results indicate that a political context of re-democratization, bureaucratic changes within Executive branch, and renewal of the Legislative branch facilitated the work carried out by Unhcr and the Catholic Church as entrepreneurs in favor of a Refugee Law that would end the "authoritarian legacy" and inaugurate a new protective regime for refugees.

Abstract: The Brazilian National Action Plan on Women, Peace and Security was created in 2017 as a way of internalizing the external commitments made by Brazil within the framework of the United Nations (UN). The Plan belongs to one of the objectives established by the UN Women, Peace and Security Agenda, which establishes the guidelines to be followed by countries belonging to the Organization and guides how the gender issue should be included in peace and security issues. In order to try to identify whether the objectives of the National Action Plan were being put into practice, it was decided to have an object of study for this research: Operation Welcome. This operation was created by the federal government due to the humanitarian crisis in Venezuela, which caused thousands of Venezuelans to migrate to Brazil, requiring an operation to receive immigrants and refugees. So, in order to try to verify whether the objectives of the Action Plan have been implemented, this research proposes the following question: to what extent are the external commitments made by Brazil in the National Action Plan on Women, Peace and Security reflected in the gender actions implemented by Operation Welcome? To find this answer, a table was created based on five concepts that were used as a metric to measure the degree of compatibility between the Plan and the Operation. Each concept encompasses the objectives of the Action Plan and the table was divided by simple percentage, with 17 indicators. The hypothesis was that there was a harmonization between the document and the humanitarian operation, in other words, a shallow articulation. The hypothesis initially proposed, however, was not confirmed by the data analyzed. There is coordination between the Plan and the operation, which translates into adequate coordination. The research is divided into three chapters. The first introduces the history of the feminist movement and feminist theories, putting them in context with the UN agenda for women. The second chapter aims to detail the actions carried out in Operation Welcome for women, introducing the humanitarian crisis in Venezuela and its regulatory framework. The final chapter begins by criticizing the Brazilian documents and presents the results of the research using a table created to measure the degree of compatibility between the Plan and the Operation.
