Abstract: This thesis aims to apprehend the instrumentality of the Housing Program "Morar Feliz" in the reupdating of the expropriation processes indispensable to the restructuring of the urban space of Campos dos Goytacazes/RJ in the first two decades of the twenty-first century. The study developed is of a theoretical-interpretative nature, from which we try to elucidate the nexuses that unite as an umbilical cord expropriation, urban restructuring and urban entrepreneurship in the development of Brazilian housing policies. Therefore, we work with the methodology of bibliographic and documentary research, aiming to analyze the different laws, plans and projects that regulate the use of urban land. Furthermore, we work with hemerographic research in the main local and national newspapers, paying special attention to the theoretical-interpretive nature of the selected sources, with the aim of understanding how the production of consensus regarding expropriations was constructed. The research carried out indicated that historically the housing programs seek the construction of the ideological discourse in the perspective of access to the own house and from the discourse of risk to obtain the manufacture of the consensus about the expropriations, which occur with the objective of the subsequent restructuring of these spaces to meet the requirements of capital accumulation. It was noticeable that the treatment given to housing policies contributes to an expansion of the urban peripheries, beyond their already extensive limits. In addition, it corroborates for the manifestation of a series of violations of rights, which are expressed in a successive and expanded set of permanent expropriations intrinsic to the movement of capital. The study carried out showed that since the end of the last third of the last century, the already classic picture of original expropriation has not only deepened, but also universalized and generalized, from which emerges the expropriation of social and labor rights, exacerbating structural social inequality and precarious access to housing and urbanity conditions. This has resulted in an increase in the demand for social policies, among them, housing policies, which act from an exclusionary and segregatory perspective, which converge to guarantee the conditions of reproduction of capital in the context of its structural crisis. What is evident is that the capitalist system assumes increasingly barbaric and destructive dimensions sustained in expropriation, restructuring and urban entrepreneurship, as demonstrated from the emblematic experience of "Morar Feliz".; Esta tesis tiene como objetivo aprehender la instrumentalidad del Programa de Vivienda "Morar Feliz" en la reactualización de los procesos de expropiación indispensables para la reestructuración del espacio urbano de Campos dos Goytacazes / RJ en las dos primeras décadas del siglo XXI. El estudio desarrollado es de naturaleza teórico-interpretativa, a partir del cual tratamos de dilucidar los nexos que unen como cordón umbilical la expropiación, la reestructuración urbana y el emprendimiento urbano en el desarrollo de las políticas de vivenda brasileñas. Para ello, nos beneficiamos de la metodologia de investigación bibliográfica y cocumental, analizando las diferentes leyes, planes y proyectos que regulan el uso del suelo urbano. Además, se indago com investigaciones hemerográficas em los principales periódicos locales y naciolanes, prestando especial atención al carácter teórico-interpretativo de las fuentes seleccionadas, com el objetivo de compreender como se construvó la producción de consensos em torno a las expropriaciones. La investigación realizada indicó que históricamente los programas de vivienda buscan la construcción del discurso ideológico en la perspectiva del acceso a la propia casa y desde el discurso del riesgo para obtener la fabricación del consenso sobre las expropiaciones, que ocurren con el objetivo de la posterior reestructuración de estos espacios para cumplir con los requisitos de acumulación de capital. Se notó que el tratamento dado a las políticas de vivienda contribuye a una expansión de las periferias urbanas, más allá de sus ya extensos límites. Además, corrobora hacia la manifestación de una serie de violaciones de derechos, que se expresan en un conjunto sucesivo y ampliado de expropiaciones permanentes y intrínsecas al movimiento de capitales. El estudio realizado mostró que desde finales del último tercio del siglo pasado, el cuadro ya clásico de la expropiación original no solo se ha profundizado, sino que también se ha universalizado y generalizado, de lo cual emerge la expropiación de los derechos sociales y laborales, exacerbando la desigualdad social estructural y el acceso precario a las condiciones de vivienda y urbanidad. Esto se ha traducido en un aumento de la demanda de políticas sociales, entre ellas, políticas de vivienda, que actúan desde una perspectiva excluyente y segregadora, que convergen para garantizar las condiciones de reproducción del capital en el contexto de su crisis estructural. Lo que es evidente es que el sistema capitalista asume dimensiones cada vez más bárbaras y destructivas sostenidas en la expropiación, la reestructuración y el emprendimiento urbano, como lo demuestra la experiencia emblemática de "Morar Feliz”.

Título: Projeto ético-político do Serviço Social frente ao liquidacionismo conservador e ultraneoliberal no Brasil

Abstract: The present work is intended to present research results on conservative and ultra-neoliberal societal projects in Social Work in contemporary times. The work addresses the developments of conservatism and liberalism, throughout the history of bourgeois society to the present day with the emergence of a neo-fascist project, with the participation of ultra-neoliberals and conservatives in Brazil. In this work, we will examine the main references of ultra-neoliberal and conservative propaganda within the Social Work profession and its liquidationist defense, regarding the professional ethical-political project. The research considers the multiple determinants for the emergence of groups identified with regressive societal projects and their performance as “digital counter-publics within the profession”. To understand these determinations, we will present the origins of conservatism and liberalism, neoliberalism and ultraneoliberalism, the relationships between conservatism, reactionaryism, fascism and neofascism. We will characterize the ethical-political project, its genesis and the relationship with the dispute for corporate projects in Brazil. Based on these characterizations, we will proceed to an examination of the contents conveyed by these groups on the internet, their articulations in the profession and in society as a whole.; Este trabajo tiene como objetivo presentar los resultados de la investigación sobre los proyectos de sociedad conservadores y ultraneoliberales en el Trabajo Social contemporáneo. La obra aborda la evolución del conservadurismo y el liberalismo a lo largo de la historia de la sociedad burguesa hasta la actualidad, con el surgimiento de un proyecto neofascista, con la participación de ultraneoliberales y conservadores en Brasil. En este trabajo examinaremos las principales referencias de la propaganda ultraneoliberal y conservadora dentro de la profesión del Servicio Social y su defensa liquidacionista, en relación al proyecto ético-político profesional. La investigación considera los múltiples determinantes de la aparición de agrupaciones identificadas con proyectos sociales regresivos y su acción como “contrapúblicos digitales dentro de la profesión”. Para entender estas determinaciones, realizaremos una presentación de los orígenes del conservadurismo y del liberalismo, del neoliberalismo y del ultraneoliberalismo, de las relaciones entre conservadurismo, reaccionarismo, fascismo y neofascismo. Caracterizamos el proyecto ético-político, su génesis y la relación con la disputa por los proyectos de sociedad en Brasil. Partiendo de estas caracterizaciones, se procede al examen de los contenidos difundidos por estos grupos en internet, sus articulaciones en la profesión y en el conjunto de la sociedad.

Abstract: Study regarding work management for execution of Social Assistence National Politician (PNAS), especially concerning required complains to the management workers staff on the Social Assistence Unite centres (CRAS), both as the Specialised centre in Social Assistence (CREAS) regarndig the municipalities covered by the Upaon Açu island in the Maranhão state, including São Luís, São José de Ribamar, Paço do Lumiar and Raposa. Otherwise, the execution of PNAS, both as their goals, regulated and private requests, both as required demands by other public entities, whom transcend the aims of this public politician, fixed on the Organic Law of Social Assistance (LOAS) as well the development of these demands, whom multi-skilling, moral harassment and illness, in the economical, social and potical outlook: the period between 2017 - 2020, that is, after the parliamentary coup from 2016 - 2020, two years before the neofascist government of Jair Messias Bolsonaro. Therefore, it covers a whole through three main axes: 1. The labor in the capitalist production, the management as the factory outsourcing as per services sector and the management as the mental social illness. 2. Impacts of contemporary transformation in the labor world, as well their materialisation for brasilian state throught the counter-reform, management shock and the plan of goals of the judiciary; 3. Expansion focused in publishing of the PNAS via CRAS and CREAS, recovered from 2011, throughtout the first CENSO CRAS and CREAS by the SOCIAL TAB, until 2018, year of the last disclosure of that data via this technologic tool. 4. Field research dealing with the consequences of contemporary transformations in the work world in terms of attributions, competences and required objectives of professionals working in management positions in social assistance policy in the municipalities of the Upon Açu island, including São Luís do Maranhão, identifying whether there are situations that characterize moral harassment.

Abstract: The study addresses the phenomenon of adoption from a socio-historical perspective, aiming to problematize readings that consider adoption as a practice based on love and the child's interest, giving an abstract, ahistorical and essentialist character to the issue. The adoption of children has always been linked to socio-political development, with its re-functionalization linked to societal changes, the maintenance of religious traditions, the preservation of property, power and social prestige. Adoption takes place around the interests of adults, families and religious people, in a clearly adult-centric society. Over the years, the adoption practice is institutionalized within the scope of the legal system and this occurs in the midst of a space that also reflects societal disputes and restores racialized, gendered and classist social values. Brazil is no exception to this social dynamic and imposes “legal assistance” on families, children and adolescents, which does not protect this segment more than it effectively protects it. The thesis reveals that the determinations of race, gender and class are repercussions of a capitalist social organization based on racism and sexism, above all, directed at the Brazilian periphery. As a work methodology, bibliographical and documentary research was carried out in public archives in the city of Rio de Janeiro. Research that allowed us to state that the adoption path in Rio de Janeiro has always been permeated by institutional racism, sexism and the reaffirmation of inequality evidenced in the historical penalization of families, with institutional (re)welcoming, separation of family groups and the use of adoption as a mechanism for violating fundamental rights such as the right to family life. It made it possible to verify that the Statute of the Child and Adolescent needs to go beyond “what is written on paper”, to face racism and sexism in order to effectively think about guaranteeing the rights of children and adolescents. It became evident that this is a complex, structural task that requires breaking with institutional racism in the justice system itself. This is because the legal system is a vital element for maintaining the capitalist social order and the place of childhood in the bourgeois family space, to the detriment of other forms of family organization. The Eurocentric bourgeois family is perceived as ideal and the entire institutional-normative and professional apparatus is structured to (re)produce this model. On the other hand, even with the break with minorism, we have a contradictory protective model, as it combines the binomial protection versus punishment. Racialized adoption is inserted in the expanded reproduction mechanism of capital, which is based on racism to keep individuals in a continuous place of subalternity, exploitation and expropriation, since childhood. We conclude that racism crosses the protective system aimed at children and adolescents in Brazil, as they are mostly black children and adolescents who have historically been (re)accepted in public and private shelters in Brazil. It reaffirms that there is a minorist legacy that naturalizes the breakdown of the family group of black ethnic-racial origin, the permanence rates of black children and adolescents in institutions even today, the perpetuation of the punishment of black families with (re)entry and necro-childhood.
