Refúgio e Serviço Social: uma análise do trabalho das Assistentes Sociais nos CREAS e Centros POP junto à população refugiada na cidade do Rio de Janeiro

Abstract

The object of this thesis is to study the professional work of social workers with the refugee population in the city of Rio do Janeiro, specifically analyzing five Specialized Social Assistance Reference Centers (CREAS) and two Specialized Reference Centers for the Homeless (Centro POP). Therefore, considering that Social Work is a field of work that operates in a dynamic and contradictory socio-historical reality, we start from the assumption that social workers in these socio-occupational spaces have been challenged in their day-to-day work to guarantee rights to a group hitherto unknown in their workplaces. To this end, we began this study by analyzing the phenomenon that involves the work of these professionals in the institutional space addressed here: refuge and its link to the capitalist structure. We also tried to take a theoretical and systematic look at the work of social workers in relation to the refugee population in the city of Rio de Janeiro, problematizing it in the light of neoliberal times and the conservative uprising that is currently sweeping through Brazilian society. Capitalism in its higher stage - imperialism - presents itself as the "historical ground" of refuge. The foundation of this phenomenon (refuge) lies particularly in the violence perpetrated by the ongoing capitalist barbarism. It is true that the current context of expropriation under capitalism has led to the expulsion of thousands of people around the world. In other words, there is the current forced departure of thousands of people from territories in conflict, in which they are subjected to various human rights violations, giving rise to the condition of refuge, which is inscribed in a structural crisis that could jeopardize the continued survival of the global structure, since it seems to us to be associated with the definitive limits of the capitalist structure. Therefore, research on this subject brings to the professional category of Social Work the urgency of studies and the need for efforts in the various socio-occupational fields to expand and seek to guarantee the rights of the refugee population.
